NOTICE TO BIDDERS BOROUGH OF DORMONT OF ALLEGHENY COUNTY, PENNSYLVANIA Sealed Proposals will be received by the BOROUGH OF DORMONT, Allegheny County, Pennsylvania for: 2016 ROAD RESURFACING PROJECTS CONTRACT A - STREET RECONSTRUCTION & RESURFACING CONTRACT BASE BID - The Resurfacing of Oklahoma Avenue from Texas Avenue to Annex Avenue; & Tennessee Avenue from Belplain Avenue to Annex Avenue, located in the Borough of Dormont, includes: cold milling and resurfacing of the street, removal and replacement of designated sidewalk and curbing, the, installation of storm drainage improvements, striping, all traffic control and restoration of disturbed areas. ADD ALTERNATE NO. 1 - The Reconstruction of Texas Avenue as an Asphalt Street, from Tennessee Avenue to Mississippi Avenue, located in the Borough of Dormont, includes: removal and replacement of designated sidewalk and curbing, the complete removal and disposal of the existing brick roadway, reconstruction as an asphalt street, striping, all traffic control and restoration of disturbed areas. ADD ALTERNATE NO. 2 - The Reconstruction of Texas Avenue as a Brick Street, from Tennessee Avenue to Mississippi Avenue, located in the Borough of Dormont, includes: removal and replacement of designated sidewalk and curbing, the complete removal and reinstallation of the existing brick roadway, provision of supplemental bricks as needed, striping, all traffic control and restoration of disturbed areas. If selected, Alternate 2, would be awarded in place of Alternate 1. ADD ALTERNATE NO. 3 - The Reconstruction of Arkansas Avenue as an Asphalt Street, from Annex Avenue to the southern terminus, located in the Borough of Dormont, includes: removal and replacement of designated sidewalk and curbing, the complete removal and disposal of the existing brick roadway and reconstruction as an asphalt street, installation of storm drainage, striping, all traffic control and restoration of disturbed areas. ADD ALTERNATE NO. 4 - The Reconstruction of Arkansas Avenue as a Brick Street, from Annex Avenue to the southern terminus, located in the Borough of Dormont, includes: removal and replacement of designated sidewalk and curbing, the complete removal and reinstallation of the existing brick roadway, provision of supplemental bricks as needed, striping, all traffic control and restoration of disturbed areas. If selected, Alternate 4, would be awarded in place of Alternate 3. ADD ALTERNATE NO. 5 - The Reconstruction of Kelton Avenue, from W. Liberty Avenue to Texas Avenue, located in the Borough of Dormont, includes: removal and replacement of designated sidewalk and curbing, the complete removal of the existing asphalt roadway, reconstruction as an asphalt street, striping, all traffic control and restoration of disturbed areas. CONTRACT B - ALLEY RESURFACING CONTRACT BASE BID - The Reconstruction of Delwood Avenue, from Mississippi Avenue to Hillsdale Avenue, located in the Borough of Dormont, includes: removal and replacement of designated sidewalk and curbing, the complete removal and disposal of the existing brick roadway, reconstruction as an asphalt street, striping, all traffic control and restoration of disturbed areas. ADD ALTERNATE A - The Resurfacing of Ranger Way South, from Raleigh Avenue to Dell Avenue, located in the Borough of Dormont, includes: cold milling and resurfacing of the alley, striping, all traffic control and restoration of disturbed areas. ADD ALTERNATE B - The Resurfacing of Ranger Way North, from Dell Avenue to Annapolis Avenue, located in the Borough of Dormont, includes: cold milling and resurfacing of the alley, striping, all traffic control and restoration of disturbed areas. ADD ALTERNATE C - The Reconstruction of Milan Alley, from Dormont Avenue to Argent Alley, located in the Borough of Dormont, includes: cold milling and resurfacing of the alley, removal and replacement of designated sidewalk, striping, all traffic control and restoration of disturbed areas. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words, "2016 ROAD RESURFACING PROJECTS". All Proposals must be in the hands of Benjamin Estell, Borough Manager, Borough of Dormont, 1444 Hillsdale Avenue, Suite 10, Pittsburgh, PA 15216, before 10:00 a.m. prevailing time on Tuesday, March 22, 2015, and the same will be publicly opened and read thereafter. The Proposals must be made to the Borough of Dormont, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Proposal guarantee. There will be a mandatory pre-bid meeting on March 8, 2016 at 10:00 A.M. in the conference room of the Borough municipal building located at 1444 Hillsdale Avenue, Suite 10, Pittsburgh, PA 15216. Contractors who intend to bid either of the individual Contracts MUST attend. Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the office of the Borough Engineer, Borough of Dormont, 1444 Hillsdale Avenue, Suite 10, Dormont, PA 15216. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreements. Pennsylvania Prevailing Wages must be paid on this contract. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Borough of Dormont in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. If bidding on both contracts, separate proposal guarantees shall be provided. Contractor must also submit a completed Non-Collusion Affidavit with their bid or the bid will be considered non-responsive. The Owner reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein.
