ADVERTISEMENT Public notice is hereby given that the Borough of West Mifflin will receive sealed bids at the Borough's Office located at 1020 Lebanon Road, West Mifflin, Pennsylvania 15122 until 2:00 P.M local prevailing time on Wednesday, May 4, 2016 for the construction of two basketball courts including final paving, fencing, and coatings under the following Contract: CONTRACT NO.2016-01 BASKETBALL COURTS Plans and specifications are on file at the Borough's Office and at the office of Chester Engineers, 1555 Coraopolis Heights Road, Moon Township, Pennsylvania 15108. Bids may not qualify any of the specifications. Immediately after the closing time for receipt of bids, all bids will be publicly opened and read aloud at 1020 Lebanon Road, West Mifflin, Pennsylvania. Copies of the plans and specifications for this Contract may be purchased for $75 per set, nonrefundable, from Chester Engineers. A certified check payable to the Borough of West Mifflin or a bid bond on the bid form executed by the Bidder and a surety company approved by the Owner, in an amount equal to five percent (5%) of the bid, shall be submitted with each bid, to guarantee the Bidder's entrance into a contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the Commonwealth of Pennsylvania or any applicable municipal ordinances. No bid may be withdrawn for sixty (60) calendar days after the scheduled closing time for receipt of bids. Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses. All Contractors submitting bids shall be required to submit a listing of past experience of similar work, verifying themselves as qualified for this type of project. The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding.
