ADVERTISEMENT Sealed proposals will be received by the Township of Scott, Allegheny County, Pennsylvania at the Township office located at Administrative Offices - 2nd Floor, 301 Lindsay Road, Carnegie, Pennsylvania 15106 until 11:00 AM prevailing time on March 23, 2017 for: CONTRACT NO. 16-PK1 (RE-BID) 2016 SCOTT PARK PLAYGROUND GENERAL CONSTRUCTION The scope of work generally consists of site grading, stone subbase for play surface, stormwater improvements including 300 LF of underdrain, 350 SF concrete sidewalk, 300 LF concrete curb, erosion and sedimentation control; five Add Alternates for additional play areas including 4,500 square feet of rubber play surface; and all necessary appurtenances and restoration for said construction. CONTRACT NO. 16-PK2 (RE-BID) 2016 SCOTT PARK DECK HOCKEY REGULATION RINK The scope of work generally consists of site grading, 500 LF of 15? CPP, storm inlets and manholes, R-Tank Underground Detention System, 2 biofiltration systems, erosion and sedimentation control; three Add Alternates for additional stormwater improvements, landscaping, and electrical wiring; and all necessary appurtenances and restoration for said construction at Scott Park. CONTRACT NO. 16-PK4 (RE-BID) 2016 SCOTT PARK DECK HOCKEY REDUCED SIZE RINK The scope of work generally consists of site grading, 500 LF of 15? CPP, storm inlets and manholes, R-Tank Underground Detention System, 2 biofiltration systems, erosion and sedimentation control; three Add Alternates for additional stormwater improvements, landscaping, and electrical wiring; and all necessary appurtenances and restoration for said construction at Scott Park. All work shall be constructed according to drawings and specifications which are on file at the office of the Owner and Lennon, Smith, Souleret Engineering, Inc.; 846 Fourth Avenue; Coraopolis, Pennsylvania 15108-1522. Bids will be publicly opened and read aloud at approximately 11:00 AM on March 23, 2017 in the Manager's Office in the Municipal Building located at 301 Lindsay Road, Carnegie, Pennsylvania 15106. Copies of the Drawings, and the Specifications and Contract Documents may be obtained by depositing a non-refundable deposit of Seventy Five Dollars ($75.00) per Contract with the Engineer. The Township of Scott received a Land and Water Conservation Fund Program Grant Award from the Pennsylvania Department of Conservation and Natural Resources for partial funding this project. Bidder must agree to comply with all requirements associated with the Grant. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Township. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Township of Scott to guarantee the bidder's entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the Commonwealth of Pennsylvania or any applicable municipal ordinances. The Pennsylvania Nondiscrimination / Sexual Harassment Clause applies, as prescribed by Chapter 20, Part 1 of the Department of General Services Procurement Handbook under the authority of Act 57 of 1998. The Federal Occupational Safety and Health Act of 1970 applies which includes regulations to assure safe and healthy work conditions. The Township reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. The Township shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Township may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Township has received all required approvals from other governmental agencies. For projects bid with Add or Deduct Alternates, the Owner reserves the sole and exclusive right to determine low bidder based on any combination of the Base Bid plus or minus any, all, or none of the Add / Deduct Alternates.
