BALDWIN-WHITEHALL SCHOOL DISTRICT Act 1 Referendum Exception Notice Pursuant to Act 1, the Pennsylvania Department of Education publishes an index % applicable to the School District. The school district real estate tax increase for the next fiscal year is limited to the index % unless the proposed tax rate is approved by voters pursuant to a referendum or the School District qualifies for an Act 1 exception. As a result of special circumstances covered by an Act 1 referendum exception, a tax rate % increase above the index might be required to balance the School District budget for the next fiscal year. The tax to be levied is required to provide a quality education program as reflected in the School District Preliminary Budget. LEGAL ADVERTISEMENT Port Authority of Allegheny County REQUEST FOR PROPOSAL NO. 16-04 Port Authority of Allegheny County (Authority) is requesting proposals for the performance of the following services: PROPERTY AND CASUALTY RISK MANAGEMENT SERVICES Authority is requesting proposals to provide consulting services (Contract Services) to support Authority's property and casualty risk management programs, including, but not limited to, the design and marketing of operational insurance coverages, evaluation of insurance proposals, placement of insurance coverages, and advising on insurance requirements for Authority and Authority's contractors and vendors. The services will be performed within two categories: Core Contract Services that will support the Authority's ongoing risk management activities continuously throughout the term of the Agreement, and Special Contract Services that will address specific tasks or projects that are not included in the Core Contract Services. All Contract Services will be authorized by Work Orders negotiated by Authority and the selected proposer (Contractor) and approved to proceed by Authority. The Agreement will be for an initial period of three (3) years, with the option to extend up to two (2) additional years at Authority's sole discretion. NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS February 3, 2016, City of Pittsburgh-Dept. of City Planning, 200 Ross Street, Pittsburgh, Pa. 15219, 412-255-2211 This notice shall satisfy procedural requirements for activities to be undertaken by the City of Pittsburgh. REQUEST FOR RELEASE OF FUNDS On or about February 18, 2016 the City of Pittsburgh will submit a request to the U.S. Department of Housing and Urban Development (HUD) to release federal funds under Title 1 of the Housing and Community Development Act of 1974 as amended for a real estate project. Garfield Glen Phase II is a nineteen (19) unit scattered-site rental project located on Kincaid, Broad and Dearborn Streets in the Garfield neighborhood of the City of Pittsburgh. The newly constructed units will range in size from two-bedroom to four-bedroom townhomes. The developer is Garfield Glen Housing II, L.P., a special purpose entity consisting of S & A Homes and Bloomfield Garfield Corporation. The federal funding sources utilized on this project are 2014 Low Income Housing Tax Credits and HOME program funds. The projected cost of the activity is $5,924,895. FINDING OF NO SIGNIFICANT IMPACT The City of Pittsburgh has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at 200 Ross Street, 2ND Floor Pittsburgh, Pa. 15219 and may be examined or copied weekdays from 9:00 a.m. to 5:00 p.m. Mitigation Required: A combined Phase I and Phase II environmental site assessment was submitted Civil and Environmental Consultants, Inc. on September 16, 2013. The assessment reported on the presence of two underground storage tanks, and two fill ports located on the site. Implementation of the Developer's removal and mitigation plan will be carried out prior to any other construction activities. ENVIRONMENTAL CERTIFICATION The City of Pittsburgh certifies to HUD that William Peduto, in his capacity as Mayor, City of Pittsburgh, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Urban Redevelopment Authority to use development funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the City of Pittsburgh certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Pittsburgh; (b) the City of Pittsburgh has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
